[MIDGAR provides plenty of information - that is basically the most successful city on the Planet, that ShinRa is based here, that it's broken up into Sectors, etc.
Modeoheim is distinctly less information - that it's in the colder parts of the Planet and that something CLASSIFIED happened there.
