The frame is wood and pretty fragmented. The glass is broken. The picture cannot be made out.

[THERE'S SAND AND PLASTER RIGHT; he's going to try and slide the picture out, if possible, so he can attempt to apply plaster to the wood]

When you get the picture out you see that the reason it can't be seen properly is that bloodstains cover it and completely warped the image beyond recognition.

The wood can be plastered.

Alas, without the photo itself being repaired it's hard to know what the subject was, but it's definitely a photograph that was kept in an extraordinarily cute picture frame!
