Then it could just as easily be a three-dimensional puzzle; there is no need to limit it to the ground.

But then you would have the same problem of needing to give everyone who can't fly the ability to do so... it's easier to restrict abilities than to give people additional ones and expect them to be able to use them effectively, I think.
